Penn Traffic to Convert Tops Unit to P&C Fresh Market

SYRACUSE, N.Y. -- The Penn Traffic Co., based here, said yesterday that it has purchased a 58,500-square-foot Tops Market in Norwich, N.Y., which it will close on April 1 and reopen as a P&C Foods on April 8.

Also on April 8, the name of the shopping center where the store is located will change from Tops Plaza to P&C Plaza.

"After we reopen the store, we will continue renovating it over a two-month period, after which we will have a grand reopening as a P&C Fresh Market," said Penn Traffic president and c.e.o. Bob Chapman in a statement. The P&C Fresh Market concept, which Penn Traffic says is its most popular, includes a broad selection of fresh and frozen meats and seafood, frozen foods, bakery items, produce, and prepared meals, among other features.

"Besides serving our customers, we intend to support a broad range of community and civic activities in the Norwich area," added Chapman.

The company is offering positions to all 97 current Tops Markets employees at the Norwich store and expects to hire more workers after the P&C Fresh Market opens.

Penn Traffic operates 111 supermarkets in Pennsylvania, upstate New York, Vermont, and New Hampshire under the BiLo, P&C, and Quality banners. The company also operates a wholesale food distribution business serving 79 licensed franchisees, 41 independent operators, and Syracuse-based commercial bakery Penny Curtiss.
