Philly Soda Tax Upheld by Appellate Panel

A seven-member Commonwealth Court panel in Philadelphia has issued a 5-2 ruling that the sweetened-drink tax passed by the Philadelphia City Council last year isn’t double taxation, as argued by the American Beverage Association and local retailers.
