When it comes to saving money, Atlanta residents are tops at stretching their dollars. The Georgia capital ranked number one on the ‘Most Frugal U.S. Cities’ list, according to the 2011 Savings Index released today by Tampa took the number two position, with St. Louis, Cincinnati and Raleigh rounding out the top five.

“Across the country, more Americans than ever before are turning to digital coupons to help them save their hard-earned cash,” said Jeanette Pavini, household savings expert. “The South and Midwest dominate the list of most frugal U.S. cities, out-saving other regions including the West and Northeast.”

The South held four of the top 10 spots on the list but that still couldn’t keep it from being edged out by the number one region – the Midwest. Nine cities, including St. Louis (No. 3), Minneapolis (No. 7) and Wichita (No. 17), helped the Heartland take home more than one-third of the spots on the overall list.

Four cities in the Northeast made the list: Pittsburgh (No. 13), Washington D.C. (No. 16), Boston (No. 17) and Philadelphia (No. 25). Only two cities west of the Rockies, Seattle (No. 14) and Phoenix (No. 23), made the cut. Coming off its success as the site of Super Bowl XLVI, Indianapolis has another reason to celebrate as it also cracked the Most Frugal U.S. Cities list.

Ohio is the country’s most frugal state. The Buckeye state is represented three times on the list – Cincinnati (No. 4), Cleveland (No. 6) and Columbus (No. 20).

The 25 top frugal cities are: Atlanta (No. 1), Tampa (No. 2), St. Louis (No. 3), Cincinnati (No. 4), Raleigh (No. 5), Cleveland (No. 6), Minneapolis (No. 7), Oklahoma City (No. 8), Kansas City (No. 9), Nashville (No. 10), Charlotte (No. 11), Miami (No. 12), Pittsburgh (No. 13), Seattle (No. 14), Dallas (No. 15), Washington D.C. (No. 16), Boston (No. 17), Wichita (No. 18), Denver (No. 19), Columbus (No. 20), Indianapolis (No. 21), New Orleans (No. 22), Phoenix (No. 23), Chicago (No. 24) and Philadelphia (No. 25).

Consumers are cashing in on savings with their mobile devices as well, with Atlanta taking top honors in ‘Most On-the-Go Frugal Cities,’ according to the Savings Index, based on usage of’s Grocery iQ and the mobile apps. St. Louis, Tampa, Oklahoma City and Cincinnati rounded out the top five cities using mobile apps to access, browse, print and save coupons to store loyalty cards, according to the Index.

Showcasing that residents of certain cities prefer to click their coupons from smart phones or other mobile devices, Memphis (No. 21) and Austin (No. 25) both landed on the top 25 on-the-go list, but not the Most Frugal U.S. Cities list. Dallas placed nine spots higher on the mobile list (No. 6) versus its position on the overall top cities, and New Orleans (No. 12) was 10 spots higher when it came to mobile. Oklahoma City moved up the list as well, landing in the top 5 on the mobile list (No. 4) as opposed to eighth overall.

Philadelphia meanwhile managed to snag the last spot on the top 25 overall list but residents in the city of brotherly love haven’t yet caught the mobile couponing craze, missing the on-the-go list.
